Abstract
Local government is a third tier of government in the tripartite system of Nigerian Federalism. It public policy implementation for rural development and transformation, yet policy implementation at this tier of government generally is characterized by ineffective implementation and dismal success. It is the thrust of this study to investigate and reveal the major problems affecting policy implementation in local governments in Nigeria. Such problems include, administrative problems, socio-cultural attitude of the people, environmental problems etc . the study also proffers possible recommendations the can address these problems in the nearest future. This study is devoid of any theoretical approach and statistical instrument as it takes and historical approach. Key words: Local Government, Policy, Public Policy and Poverty.
